ASSESSORS MEETING MINUTES
OCTOBER 2, 2003
7:00 P.M. Called meeting to order. Present: Ellen Abelson, Richard Gorden and Mark Mazur
1. The Board reviewed and approved the minutes to our September 18, 2003 meeting.
2. The Board read a notice from the State Bureau of Local Assessment granting us
preliminary certification of our fiscal 2004 assessments.
3. The Board read an article from the Sharon Advocate explaining that proposed fiscal
2004 assessments were available for the public to review.
4. The Board read a notice about the I.A.A.O. convention coming to Boston in the Fall
of 2004.
5. The Board granted an exemption for the motor vehicle excise of a blind person.
6. The Board reviewed a proposed Capital Outlay Request and approved it for
submission. Chairman of the Board, Ellen Abelson, then signed it.
7. The Board decided to drop a previously considered Capital Outlay Request for
funding for the interim year updating of our commercial, industrial and mixed-use
properties. We expect to have enough funding left over from our current revaluation
to cover at least the first interim year updating expenses.
8. The Board reviewed and approved, as amended, a cover letter for our Capital Outlay
Request.
9. The Board reviewed a preliminary version of our fiscal 2005 budget. The Finance
Committee instructions are expected to change.
10. The Board took the following actions on the fiscal year 2004 applications for exemption for the owners of the following properties:

11. The State is requiring that every community review reimbursable state owned land
and reach agreement with them on how many building lots could be created from the land. Our current review has found 42 buildable lots compared with the states estimate of 40. The Board agreed that we should try to convince the state to accept our estimated number of building lots. We will have to reach agreement with them before we are permitted to send out fiscal year 2004 tax bills.
